This is managerial human resource work in directing the human resource program at a small Commonwealth field site such as a county assistance office, veterans' center, or correctional facility. An employee in this class directs a human resource program encompassing the full range of human resource programs in a facility with a complement under 250 salaried positions. Work at this level is characterized by limited classification authority and labor relations activity and may take place in a work environment with twenty-four hour operations. Positions directing a program without twenty-four hour operations can exceed the complement criteria of 250. Supervision is exercised over a small staff of professional, para-professional, and/or clerical positions. Supervision is received from an administrative superior through a review of work in progress and upon completion for results obtained.

One year of experience as a Human Resource Analyst 1; or Two years of professional or technical human resource experience, and a bachelor's degree; or An equivalent combination of experience and training.
