What the state says the job is
This is professional and administrative work directing human services programs. An employee in this job plans and directs the organization, development, implementation, and evaluation of a statewide human services program or complex program operations. Work involves developing, reviewing, analyzing, and evaluating program plans, objectives, policies, and operations; planning and managing the development, implementation, and coordination of program improvements and budgetary and cost containment procedures and modifications; and determining the need for information technology systems support and overseeing the installation, integration, and upgrading of support services.
Examples of the work
• Plans and directs the organization, development, implementation, and evaluation of a human services program. • Develops, reviews, analyzes, evaluates, and revises program objectives, policies, standards, and budgetary requirements. • Determines, recommends, and implements program policy based on programmatic, legislative, or budgetary requirements. • Identifies human services program needs, goals, objectives, and reporting requirements. • Determines and recommends appropriate resources for program service delivery. • Determines the need for and oversees the installation, integration, and upgrading of management information technology systems.
Minimum qualifications
• One year of experience as a Human Services Program Executive 1 (Commonwealth title); or • Five years of professional experience in the development, implementation, or evaluation of a human services program or program operations, including three years of consultative or supervisory experience; or • An equivalent combination of experience and training that includes three years of professional consultative or supervisory experience in the development, implementation, or evaluation of a human services program or program operations.
