Class specification

The Commonwealth job specification for this class is published by Commonwealth of Pennsylvania Office of Administration. The passages below are quoted from it as published, not paraphrased, and cut to their opening sentences; the full specification is the authority on duties and qualifications. It was last revised 06/09/2004.

What the state says the job is

This is supervisory work involving the supervision of workers performing highway maintenance activities. An employee in this class supervises the work of a highway maintenance crew performing manual labor and operating medium and medium-heavy weight equipment. Work is differentiated from that of the next lower level by the presence of supervisory responsibility for standard technical operations in maintaining and repairing highways, shoulders, guide rails, drainage systems and routine signing according to prescribed performance standards. Routine signing operations include clearing brush around signs; installing sign posts; erecting and replacing regulatory, warning and guide signs, state route (SR) markers, and delineators; and replacing small pavement markings. Employees determine what equipment and materials are necessary for an operation and arrange to obtain them.

Examples of the work

Supervises a crew engaged in removing and replacing damaged guide rail and posts, and installing new protective barriers. Supervises a crew engaged in general maintenance activities in a small geographic area including placing shoulder materials. Supervises a crew engaged in drainage repair and replacement. Supervises a crew engaged in patching bituminous highway and bridge surfaces, routing and sealing cracks and joints, and sweeping roadway and bridge surfaces. Supervises a crew engaged in erecting snow fence, plowing snow, applying anti-skid and de-icing materials, and removing obstructions from culverts and inlets.

Minimum qualifications

One year of experience as a Highway Foreman 1; or Two years of experience in the performance of lead work or skilled tradesman duties on a highway maintenance or construction project; or Any equivalent combination of experience and training.
